About Us


International Community for Assistance and Development (ICAD) was born from firsthand experiences in the Middle East and West Africa, within communities affected by poverty, conflict, and a lack of opportunities. We witnessed suffering — but also a powerful will to move forward. This inspired us to take action.

Our mission is to provide meaningful support, continuous education, and community development where the need is greatest. We aim to reach the most challenging and underserved places, standing with those who need solidarity and opportunities the most.

We build bridges between people, supporting social and community infrastructure projects that foster collaboration, inclusion, and long-term transformation. Through social programs, operational training, and international engagement, we empower individuals to act effectively in high-risk areas and create sustainable impact.

Mr. Benedict SÎRBU

With a career dedicated to promoting human rights and developing international security, Benedict Sîrbu holds a degree in legal sciences and a master's degree in criminology.

Throughout his professional journey, he has accumulated extensive experience in the field of internal security, as well as in academic research focused on the protection of fundamental rights and the analysis of global security phenomena.

He has actively contributed to the development and implementation of mediation and negotiation courses and has consistently collaborated with non-governmental organizations and research institutes. His academic work is supported by numerous specialized publications.

His international professional experience also includes projects carried out in the West African region as part of international cooperation initiatives.

He currently serves as President of the International Community for Assistance and Development (ICAD) and an active member of the Europeana Network Association (ENA), contributing to initiatives in cultural heritage, digitization, and international collaboration.


Mr. Marian MANOLIU

Marian MANOLIU has over 30 years of experience in the field of security and 10 years of experience in retail, representing international interest groups. In this context, he was responsible for maintaining physical safety standards, workplace safety, and fire protection.

He is recognized as a consistent professional with remarkable experience both in the field of security and in the area of Memorabilia. Additionally, he has been involved, either as a participant or initiator, in legislative initiatives with a significant impact in his area of interest.

His extensive training and accumulated experience in these fields have resulted in the provision of specialized support for the preparation of projects and activities conducted in the Middle East, Central Africa, and West Africa.

Currently, he holds the position of Vice President of ICAD, where he coordinates the development of international community development projects.


Mrs. Nicoleta MANOLIU

Nicoleta MANOLIU is recognized as a passionate interior designer, with solid experience in the sale of electronic communication products, as well as in the hospitality industry. She is highly regarded for her organizational skills, whether it involves organizing social events, business meetings, or simple moments of social interaction.

Currently, she holds the position of Secretary of ICAD, where she manages projects focused on social development, promoting human rights, and supporting vulnerable and disabled individuals.
